Meskipun hanya merupakan kapal yang bertujuan untuk mengangkut barang, akan tetapi sebuah kapal tetap mengangkut nyawa dari kru kapal sehingga kelayakannya sudah seharusnya dipastikan sebelum mereka mengembangkan layar di lautan. Baik kapalnya maupun perlengkapannya harus mendapatkan sertifikasi sehingga kegiatan berlayar yang dilakukan tidak akan membahayakan nyawa dan dapat berjalan dengan lancar.
